برای قرنها، دین جایگاهی تعیینکننده در مناسبات میان ملتها و امپراتوریها داشت؛ اما بهتدریج از دوره جنبش رنسانس و اصلاحات دینی، نقش دین به حاشیه رانده شد. نظریههای روابط بینالملل نیز با پیشینهای سکولار، بر این باور بودند که دین و آموزههای مذهبی جایگاهی در تحولات جهانی ندارند. از اواخر قرن بیستم و با وقوع تحولاتی مانند انقلاب اسلامی ایران، رشد جنبشهای بنیادگرای دینی، حملات یازدهم سپتامبر، افزایش منازعات مذهبی در جنوب، شرق و غرب آسیا، تقویت نقش مذهب در سیاست خارجی برخی کشورها و مقاومت در برابر سکولاریزاسیون، زنگ بازگشت دین به عرصه روابط بینالملل به صدا درآمد. در چنین شرایطی، نظریه«تمدن نوین اسلامی» با تأکید بر جهانشمولی نسبی، بر اساس اقتضائات زمانی و مکانی، طرحی جهانشمول و فراگیر برای حل معضلات جامعهبشری با اهتمام به زمینهمندی فرهنگی و اجتماعی ارائه میدهد.

For centuries, especially since the rise of Christianity, religion has had a decisive place in relations between nations and empires, but gradually since the Renaissance and Reformation, the role of religion has been marginalized. International relations theories, with a secular background, believed that religion and religious teachings have no place in global developments. Since the late twentieth century, with developments such as the Islamic Revolution in Iran, the growth of movements by religious fundamentalist groups, the September 11 attacks, the increase in religious conflicts in South and East Asia, the growing ideological role of religion in the foreign policy of some countries, and resistance to secularization and modernism, the bell has rung for the resurgence of religion in international relations.
In such circumstances, the theory of modern Islamic civilization and relative universalism have been able to present a universal and comprehensive plan for solving the problems of human society based on time and space.
